Nobody Photographs Year Three

Every conservation volunteer program has two numbers: the one generated on the day in front of a camera, and the one generated later by one person with nobody watching. Volunteer water monitoring, trail and saw crews, invasive control, restoration survival, cleanups and community science — and the decision in each that separates the work-day number from the number that holds up.

Every conservation volunteer program has two kinds of number. The first is generated on the day, in front of a camera, by forty people in matching shirts: ten thousand trees planted, two tonnes of debris removed, a mile of trail cleared. The second is generated much later, by one person, with no audience at all. The second number is the one that says whether any of it worked, and almost nobody has it.

This is not a failing of the people doing the work. It is a description of where the incentives sit. The day has volunteers, a sponsor, a photographer and a newsletter deadline. The follow-up has a Tuesday. This guide is about the follow-up — across monitoring, trail crews, invasive control, restoration, cleanups and community science — and about the specific thing in each one that separates the number the day produces from the number that holds up.

What gets photographed, and what does not

Here is the whole problem in one picture. Everything on the left happens reliably, because it is visible and it is rewarded. Everything on the right is what an agency, a funder, an inspector or a curious board member eventually asks about.

The six sections that follow take one row each. None of them requires a grant or a new hire. Each requires a decision made before the work day, rather than a reconstruction attempted after it.

Monitoring: a reading is not data until somebody can show it means something

Volunteer water monitoring has a particular heartbreak built into it. A group samples a creek every month for six years, meticulously, and then offers the dataset to the state agency, which declines to use any of it. Not because the volunteers were careless — they usually were not — but because nothing in the record demonstrates that the numbers mean what they say.

Data credibility is widely described as the central difficulty of volunteer monitoring, and the instrument that resolves it is a quality assurance project plan: a written document, agreed before collection with the body that will receive the data, setting out why you are monitoring, how the data will be used, which methods you use, what quality control you run, and what your acceptance criteria are. The U.S. EPA has published guidance written specifically to help volunteer programmes produce one.

Three things fall out of that plan and have to be visible in your records, sample by sample:

Remove any one of the first four and the reading becomes a number with no evidence behind it.

The practical inversion worth adopting is to treat every result as not usable until it has earned its way up, rather than usable until somebody finds a problem. That sounds harsh. It is much kinder than discovering the problem three years of Saturdays later. One more thing: a calibration log with no failures in three years does not read as a well-run programme to anybody who has calibrated an instrument. Instruments drift. Record the failure, record what you did about it, record the calibration that passed afterwards. A log that is only written on good days is not evidence of good days.

Trail crews: authorise the day, not the person

Saw programmes track certificates, and certificates are usually in order. That is precisely why tracking them is not where the risk lives. What goes wrong in practice is the composition of a crew on a particular Saturday.

Two rules recur across land-managing agencies. The USDA Forest Service’s saw programme, for example, describes three levels of sawyer — an apprentice level that makes low-complexity cuts under the supervision of a more qualified sawyer, a level that leads crews independently on moderate work, and a level that handles complex cuts and can train others — and it requires that no sawyer saws alone. First aid and CPR are expected to be current.

Is this crew allowed to cut today?
The question most rosters answer “Is each person on the list individually current?” Every row is green, and an apprentice is out on the trail with nobody more qualified, or somebody is finishing a job alone because the second person left at two.
The question that matters “Given who is actually on site today, are both rules met?” A supervisor present for any apprentice, and nobody working alone. Asked the evening before, when a phone call can still change it.

The shape of the incident is almost always the same: a senior, well-intentioned volunteer offering to “just clear that one tree on the way out.” The certificate is current, the intention is generous, and both rules are broken at once. That is why our sawyer and crew authorization matrix authorises a work day rather than a person, and why its sample row is a lone apprentice that fails twice. Whose rules apply is not ours to say — enter the policy of the agency or landowner whose ground you are on.

Invasive control: the label is the law, and mixing is the part people forget

Invasive species work increasingly involves herbicide, and volunteer involvement in pesticide application is narrowly and differently regulated state by state. This is the section where a well-meaning programme can find itself with a licensing problem rather than a paperwork one.

The recurring pattern is that volunteers may be permitted to apply only under the direct supervision of a certified applicator, and only after instruction from one. Some states go further: a volunteer may apply but may not mix or load. Mixing feels like the least consequential part of the day — it happens in a car park, before anything interesting, usually by whoever arrived first — and it is also the point of highest concentration and, in those states, the specific act a volunteer is not permitted to perform.

Records follow the same state-by-state pattern. Federal rules require certified private applicators to keep records of restricted-use pesticides for two years, and many states require records for more than that, with their own contents and retention periods. Confirm yours with your state pesticide regulatory agency before anybody opens a container.

The single most useful habit is a column that cannot be left blank: who was the supervising certified applicator for this application, and what is their licence number? Our invasive treatment application record refuses to look complete without it, flags any row where a volunteer is recorded as mixing or loading, and ships no rate, no product and no interval — the label governs those. It also offers mechanical-only work days that need none of this, which for many species on many sites is the better answer anyway.

Restoration: nobody photographs year three

This is the section the guide is named for, because it is the cleanest example of the pattern.

Planting day is a genuine joy and should be. The survival count is a clipboard, a hot afternoon eighteen months later, and a number that may complicate a story already told in a newsletter. So it tends not to happen, and a restoration programme ends up with an extensive record of inputs and almost no record of outcomes.

The report is accurate. It is just about the wrong thing.

Three decisions fix it, and all three are made before planting day. Set the monitoring intervals in advance — whatever your protocol or funder specifies — so a missed visit is visible as overdue rather than simply absent. Record the unglamorous columns on the day: stock type, provenance, protection and watering plan are the four things that most often explain why two plantings that looked identical had very different survival, and they are obvious on the day and forgotten by year three. And count what you counted: if you walked sample plots covering a hundred of four hundred stems, survival is a percentage of those hundred, not a claim about the whole site.

On targets, restraint is correct. Survival expectations vary enormously by species, stock, site and region, and a figure borrowed from another project can make a perfectly good planting look like a failure. If your funder set one, use theirs; if nobody did, report the number honestly without adopting a threshold you cannot defend. Cleanups: weight is a disposal statistic

“Two tonnes removed” is a satisfying sentence and a poor basis for anything else. A cleanup’s weight is dominated by whatever happened to be heavy that day — a tyre, a length of pipe, a waterlogged carpet — and it says nothing at all about where the material came from. Two events with identical weights can describe entirely different problems.

A count by category is what supports an argument. Four hundred single-use cups from one stretch of riverbank in three hours is a fact about a specific source, and it is the kind of fact that changes a local ordinance, a venue’s concessions policy, or where a park puts its bins. Record both — weight for the waste authority and the newsletter, counts for the argument — and record the length or area covered, so the count survives comparison with next year and with the group upstream.

If you submit to a national or regional dataset, use that dataset’s categories rather than your own. Aggregated counts are only comparable when everybody counts the same things the same way. Community science: a coordinate can be the harmful part

Most of what a community science volunteer records is harmless and valuable, and the more of it that is shared, the better. A precise location for a sensitive species is the large exception.

Published coordinates for rare plants, reptiles, raptor and owl nests, roosts and cave fauna have led to collection, disturbance and deliberate persecution. This is why the major biodiversity platforms obscure locations for some taxa automatically. A volunteer spreadsheet has no such protection, and it is the easiest thing in the world to forward: somebody asks for “the orchid data,” a helpful volunteer attaches the file, and coordinates for the only known population in the county are now in an inbox nobody controls.

The decisions to make before anybody records anything: which species are sensitive (from your state natural heritage programme or wildlife agency, not from memory, and reviewed on a date you write down), how coarse a shared location becomes, and who approves releasing a precise one. Then make the habit of sharing a copy with the precise columns removed.

Coarsening is not anonymising. Rounding a coordinate to roughly a kilometre is ample protection for a widespread plant and none at all for the only cliff in the county. For some records the right handling is to withhold the location entirely and share only that the species is present in a named area.

Where this leaves a volunteer programme

Every row in the picture at the top has the same fix: a decision made before the work day, written down, and held by a named person. The monitoring plan exists before the first sample. The crew is checked the evening before, not reviewed afterwards. The supervising applicator is named at the tailgate. The monitoring dates are set at planting. The categories are chosen before the bags open. The sensitive list and the approver are agreed before anybody records a coordinate.

None of that is expensive. All of it is unphotographed. And it is the difference between a programme that did a lot of work and a programme that can show what the work achieved — which is, in the end, the only kind a serious funder or agency will keep backing.

Frequently asked questions

Why will the state not use our volunteer monitoring data?

Most often because nothing in the record demonstrates the data are credible — there is no approved quality assurance plan, no evidence of calibration on the day, and no quality control samples showing the numbers are precise. The fix is a written plan agreed with the receiving body before collection, and records that show you followed it. Talk to the agency you want to report to first; many run volunteer programmes and will tell you exactly what they need.

Does a volunteer sawyer need a certificate?

On many public lands, yes, and the specific requirement depends on the agency or landowner whose ground you are working on. The USDA Forest Service, for example, requires sawyers on National Forest System lands to complete a recognised training course and describes supervision rules by level. Your own organisation and insurer may add requirements. The point this guide makes is that a current certificate is necessary and not sufficient: the crew on the day also has to meet the supervision and no-one-alone rules.

Can our volunteers mix herbicide?

It depends on your state, and in some states the answer is specifically no even where volunteers are permitted to apply. Volunteer involvement is commonly allowed only under the direct supervision of a certified applicator and after instruction. Confirm the rule with your state pesticide regulatory agency before the work day, and write the answer somewhere every crew leader can see it.

What survival rate counts as a successful planting?

There is no single figure, and you should be cautious of any template that offers one. Survival expectations vary by species, stock type, site and region. Use your funder’s target if they set one; otherwise report the number honestly, with the observations that explain it, rather than adopting a threshold you cannot defend.

Should we publish where we found a rare species?

Default to no for anything on a sensitive list, and decide the rules before anybody records anything. Share a coarsened or withheld location, keep the precise coordinates internal, and require a named person to approve any release. Check whether the platform you submit to already obscures that species; many do.
