How a SMART Health Card works
1.A trusted issuer creates it
A state health department, pharmacy, or health system takes the person’s vaccine record.
2.It’s digitally signed
The issuer signs the record with a private cryptographic key — like a tamper-proof wax seal.
3.The person carries the QR
The signed record becomes a SMART Health Card: a QR code they keep on their phone or on paper.
4.Anyone can verify it
A verifier scans the QR and checks the signature against the issuer’s public key — authentic and unaltered, in seconds. No phone calls, no central database.

A background check confirms who a volunteer is and whether they’re safe to serve. A verified immunization record adds a health layer that matters most in exactly the settings volunteers work — nurseries, youth programs, camps, schools, senior centers, and hospice. Can you turn on immunization records for my volunteers?
Treated differently from a background check — on purpose
An immunization record on VolunteerBadge is a value-added benefit, not a consumer report and not a background check. It is not part of any consumer report and is not governed by the FCRA. We verify only that the card’s digital signature is authentic — never a person’s actual health status. On the platform it is stored and displayed separately from the background-check report and is never mixed into it. How an organization requests or uses health information is its own responsibility, including the ADA and applicable state laws — consider consulting your counsel.
