Invasive Treatment & Application Record
The label is the law, and whether a volunteer may apply anything at all is narrowly regulated and differs by state — commonly permitted only under the direct supervision of a certified applicator and after instruction, and in some states a volunteer may apply but may NOT mix or load. That distinction gets discovered after the fact, because mixing feels like the least consequential part of the day and is often the most regulated. So this record refuses to look complete without a named supervising applicator and their licence, and flags any row where a volunteer is recorded as mixing or loading.
