Volunteer background checks
CitedNew Jersey mandates fingerprint-based criminal history background checks for all employees and volunteers of nonprofit Youth Serving Organizations (YSOs) under P.L. 1999, c. 432 (N.J.S.A. 15A:3A-1 et seq.). The law covers nonprofits serving persons under age 18 that hold federal tax-exempt status. Checks run through the NJ State Police Volunteer Review Operation (VRO) using the FBI and State Bureau of Identification. Domestic violence victim-serving nonprofits are also covered. Public and nonpublic schools are excluded from this statute as they have separate mandates.
