A visit-frequency rule is a policy, not a law, and it differs by program, by state agency and by partner food bank — so this workbook asks for yours and then applies it the same way to every household. That matters more than it sounds: asked at a busy distribution, “have they been this month?” gets answered from memory, and memory is not applied evenly. The flag reads “earlier than your rule” rather than “ineligible,” because programs make exceptions constantly and for good reasons — it exists so an exception is a visible decision rather than an inconsistency nobody noticed.
