Camp abuse cases almost never turn on one unmissable event. They turn on a run of small, individually deniable things — the counselor who always takes the same camper on the store run, the cabin visit after lights out, the private messages — seen by different people who each only saw one. This log records observed behaviour, then counts it per staff member and per camper, so the second and third observation find each other. It is deliberately not an allegation form, and every sheet says so.
