FCRA Compliance Guide

VolunteerBadge is a Consumer Reporting Agency (CRA). Your organization has obligations under the Fair Credit Reporting Act when using consumer reports for volunteer screening.

Permissible Purpose

Volunteer screening for roles involving vulnerable populations is a recognized permissible purpose. Document why each volunteer role requires a background check.

Disclosure & Authorization

Before ordering a check, provide a standalone FCRA disclosure and obtain written authorization. VolunteerBadge application templates include locked FCRA disclosure and e-signature fields — do not remove them.

Adverse Action

If you decide not to accept a volunteer based on a report, you must follow a two-step process:

  1. Pre-adverse notice — inform the volunteer you are considering adverse action and provide CRA contact info
  2. Waiting period — allow at least 5 business days for the volunteer to respond or dispute
  3. Final adverse notice — confirm the decision with CRA information

Results classified as "Consider" are not automatic rejections — perform an individualized assessment first.
