Who counts as a vulnerable adult?+

An adult who, because of age, disability, illness, cognitive impairment, or dependence on others for care, may be unable to protect themselves from abuse, neglect, or exploitation — for example frail elders, adults with disabilities, and adults who depend on others for care or finances.

Why does the policy restrict handling participants’ money?+

Vulnerable adults are frequent targets of financial exploitation. The policy keeps covered adults out of private financial arrangements with participants and requires that any handling of a participant’s funds by the organization be documented and overseen.

Where do reports of suspected abuse go?+

A reasonable suspicion of abuse, neglect, or exploitation must be reported to the proper civil authorities — adult protective services and/or law enforcement — as required by law. Internal notification supports that report but never replaces it.
