- Public and State controlled institutions of higher education
- Native American tribal governments (Federally recognized)
- Nonprofits that do not have a 501(c)(3) status with the IRS, other than institutions of higher education
Eligible applicants are limited to: private nonprofit entities, Indian Tribal governments and Tribal organizations, territorial organizations, and publicly funded organizations not acting in a governmental capacity such as law schools.
